Steve has been involved in the planning, design, permitting, and construction of buildings, infrastructure, residential communities, and coastal recreational facilities throughout the Southeast. He is a licensed General Contractor and Construction Manager in South Carolina and has extensive knowledge with the design and construction of building structures. He is a native of the South Carolina coast, and has traveled extensively throughout the Southeast states exploring recreational opportunities (fishing, hunting, boating, hiking, diving, and surfing).
Mr. Strickland has specific environmental expertise with coastal nonpoint pollution, NPDES programs, wetlands and hazardous waste management and has been admitted as an expert witness by SC and Federal courts in the field of environmental engineering for cases involving riverine flooding, wetland impacts, stormwater permitting, septic tank design, and drainage system design. He has also worked with sustainable design projects, including green building, low impact design (LID) stormwater systems, and created wetland systems for stormwater management.

Mr. Donevant has more than 23 years of civil and environmental engineering experience, including water resources, municipal infrastructure assessment, design and construction experience. This includes watershed inventory, stormwater hydrology & hydraulics (H & H) modeling, municipal infrastructure design, construction management services, and sediment and erosion control design. He has been involved in projects of all magnitudes from smaller residential subdivisions and single use commercial sites to the large multi-phase communities. He has specialized expertise in the modeling of large watersheds for FEMA flood mapping (LOMA and LOMR submittals), design supervision of many phases of civil and environmental work including storm water systems, water and sewer systems, road construction, and permitting for municipal and private development projects. He has extensive experience in representing clients before the regulatory community with significant emphasis on the South Carolina Department of Health and Environmental Control, Coastal Zone Management, and Bureau of Water.
His work for the Simpson Creek Watershed Study was featured on the Streamline Technologies website to illustrate the FEMA LOMR work completed. His extensive experience in these fields is a major asset to the company and the clients who rely on the smooth construction process. He has been Construction Manager for The EARTHWORKS Group on all projects for the past 20 years and have developed relationships with local contractors and regulators that keep the projects moving forward smoothly. Recently Mr. Donevant has assisted with design and permitting for FEMA emergency housing from the wake of Hurricane Matthew in Panama City and Mexico Beach Florida, to include on site reconnaissance and permit with Florida Department of Environmental Protection. Mr. Donevant has practical construction experience and common sense, which creates an unbeatable skill set for resolving difficult field problems. Mr. Donevant’s talents, knowledge, and management skills ensure that the results meet or exceed the expectations of our clients and project stakeholders.

Building Team Leader at The EARTHWORKS Group, Port St. Lucie, FL. Mr. Hammel is responsible for engineering and planning for all projects within the Building Design Team. His team provides multi-disciplinary design solutions for public and private sector clients, including commercial, industrial, institutional and residential clients. His duties include mechanical, electrical, and plumbing design for all building projects, management of building team resources, and planning and scheduling projects for clients. He is responsible for negotiating service contracts with clients and maintains P&L responsibility in conjunction with the financial team. He is responsible for bringing in new business via business development and consultative sales with existing clients. He provides project management, technical support, training and construction document development for new and existing projects.

As a key member of The EARTHWORKS Group, Dillon provides engineering services including foundation and structural design, structural calculations, code review, and drafting. Dillon has a wide range of experience with field applications including structural assessments, periodic progress site inspections, special inspections, and post-catastrophe damage assessment. Dillon has worked extensively with Georgetown County officials following past Hurricanes to assess and repair local public spaces, including the Murrells Inlet Marshwalk & Georgetown County Public Beach Accesses.
Prior to his work with The EARTHWORKS Group, Dillon was a Project Manager for a General Contractor specializing in renovations for medical facilities on military installations. His management experience in construction consisted of oversight for all disciplines and involved coordination between base facilities, USACE personnel, and sub-contractors. Working with heavily organized administrations, Dillon provides professionalism in his work with a keen eye for details and organization.



Prior to working at EARTHWORKS, Brad obtained his Bachelor’s Degree in Civil Engineering from the University of South Carolina in December 2013. After graduating, Brad moved to Columbia, SC where he worked with a structural engineering firm on numerous structural analysis and design projects for both commercial and residential structures. In addition, Brad also has experience in performing construction administration services for multi-discipline engineering projects including but not limited to: Composite Elevated Water Storage Tank Construction, Earth Dam Repairs and Sanitary Sewer Rehabilitation. He is a member of the Structural Engineers Association of South Carolina, Georgetown Chamber of Commerce and Georgetown County Young Professionals.

Rick has been involved in the planning, design, permitting, and construction of residential and commercial buildings and recreational facilities throughout North and South Carolina. He has extensive knowledge with the design and construction of wood framed building structures and project management experience that allows him to troubleshoot difficult design and construction projects.

Trudy has extensive experience in representing clients before the regulatory community, especially with South Carolina Department of Health and Environmental Control (SCDHEC) and Horry County Engineering and Planning offices for land development projects. Recently Ms. Smith has assisted with permitting for FEMA emergency housing from the wake of Hurricane Matthew in Panama City and Mexico Beach Florida, to include coordination and permitting with Florida Department of Environmental Protection and local municipalities.
Prior to coming to EARTHWORKS, Trudy worked in the construction field handling administrative duties associated with road construction, commercial building and residential building. Her responsibilities included dealing directly with local, state and federal agencies on permitting and close-outs.

She has over 25 years of experience in finance, office management, and marketing.
Her experience originates from chemical and software companies such as EMD Chemicals (MERCK), Trademarks To Go, and Conexo (software company), to law firms, Neill Law Firm and Floyd Law Firm in Murrells Inlet.


Roscoe has been involved in the planning, construction and inspection of coastal recreational facilities throughout the Southeast. He is a Rescue dog from Charleston Lab Rescue, enjoys waterfowl hunting and retrieval and has traveled extensively throughout the Southeast states exploring recreational opportunities (fishing, hunting, boating, hiking, and sniffing).

Prior to coming to Earthworks, Sandy was employed with Farmers Telephone Coop in Sumter, SC, where she coordinated communications between upper management, district employees and members.


Dawn has been with EARTHWORKS for almost 13 years. She manages all aspects of the Finance, Budgeting, and day-to-day operations of the Company as well as the Payroll and Corporate Tax Returns. She is also the Human Resource Manager and handles the Company’s Fringe Benefits including the Corporate 401(k) Profit Sharing Program.
